HEC has prohibited universities from entering into agreements with international NGOs.

In a recent development, the Higher Education Commission HEC has imposed a prohibition on direct engagements between universities in Pakistan and international NGOs.

The directive, outlined in an advisory to higher education institutions, particularly underscores concerns surrounding agreements related to programs, particularly those centered around political matters. The advisory suggests that such initiatives have not been effectively projecting a positive image of Pakistan globally. This concern has been shared by the Ministry of Foreign Affairs, prompting the call to halt such undertakings.

The advisory strongly underscores that any agreements or activities in this domain must receive prior authorization from the relevant ministry and the Department of External Affairs. Dr. Mukhtar Ahmad, Chairman of the Higher Education Commission, highlighted that this directive is applicable to government institution personnel, aiming to address instances where individuals operate outside legal boundaries. The paramount factor here is the national interest, necessitating careful consideration.

He further elaborated that the present political landscape does not warrant exceptions. Hence, any affiliations that organizations establish must be communicated to the respective minister first. This measure is not intended to impede institutional autonomy, but rather to ensure responsible conduct that doesn’t jeopardize the nation’s interests in any way.
