
Chairman Public Accounts Committee Noor Alam Khan said that if the Supreme Court does not conduct an audit, then tear up the Constitution of Pakistan.
A meeting of Public Accounts Committee was held under the chairmanship of Noor Alam Khan, the Registrar did not appear in the Supreme Court.
Noor Alam Khan said that Army, Atomic Energy Commission and NAB are audited, is the Supreme Court outside Pakistan? All institutions including the Supreme Court are audited in America, China, India and Canada.
According to the constitution, PAC can summon anyone. Deputy Registrar Supreme Court Sherafgan appeared in the meeting.
Chairman PAC inquired why Registrar did not come, Deputy Registrar Supreme Court said he was not available today so I came.
Noor Alam Khan said that we do not call anyone in PAC for insults, we just want answers to a few questions, we are sitting for the supremacy of the constitution, not a fight, we are the account of the dam fund. Deputy Registrar Supreme Court said that Supreme Court conducts internal and external audit every year. Noor Alam said that If the registrar had come to the meeting, we would have asked him these things. I don’t want a confrontation, we don’t want to be disrespected either. Chairman PAC said that initially it was said that there will be an audit of the dam fund, but later the audit was denied. The Finance Secretary said that the fund was opened on July 5, 2012 and the accounts of the fund were under the jurisdiction of the Registrar Supreme Court.
The law secretary said that the deputy registrar has replied on the audit paras, PAC can do the audit, the observation on the audit paras will have to be answered.
An account can be opened for dam fund. Rohail Asghar said that the language of the registrar’s letter is presumptuous, the letter should be submitted to the parliament to decide on it. Burgess Tahir said that the letter has insulted the Public Accounts Committee. Mushahid Hussain said that the matter should not be sent to Parliament. The Deputy Registrar appeared in the meeting respecting the PAC, not to open a new front and end the dispute.
Noor Alam said that If the registrar does not come, no principal accounting officer will come to issue the registrar’s arrest warrant or give one more chance. On this, eight members of the committee gave a majority opinion to give one more chance.
